What is the exact reasons for refusal.

If you were not earning the minimum 18600 at the time of application, I can't see any chance of success of an appeal.

Better to apply fresh when you can demonstrate the financial criteria for the required period.

You need not worry. Any UK degree will be accepted as part of satisfying the English requirement even after November 2015. As others have pointed out, you can't be looking for government help, its you that will need to financially support your child and her mother. Even if your wife was British and entitled to benefits, (which on a spouse visa she wouldn't be), you would still be liable for the financial support by law....

My other half had the ILR approved at Liverpool PEO on a Tuesday and received the BRP card on a Thursday so it should arrive relatively quick.

Normally, the letter does state it should arrive in 7 working days and if it hasn't arrived in 10 working days,then contact UKVI.

The Trinity GESE Grade 5 test is fine to use for FLR(M) as it is currently a home office approved test (at time of writing) and Level B1 is higher than Level A1.

If the spouse visa is not granted on the first attempt,, then the health surcharge will be refunded, but not the visa fee. If you decide to apply fresh instead of appeal, the full fee & IHS will need to be paid again.
