You should be fine. A valid TB Certificate is only required at the point of submitting the spouse visa application. You will have no problems traveling to the UK.

If you have a degree from a UK University, then that is all you need.

The point based calculator and NARIC is for overseas degrees taught in English to show equivalence to a UK degree. Since you already have a degree from a UK University, you don't need to bother with PBS or NARIC.

For FLR(M), you only need Level A1 test. Level B1 is for ILR/BC applications. I would double check if the expired test is acceptable for FLR(M). Every application is assessed on it's own individual basis. It's at the discretion of the Home Office/Border Agency if they feel you require an interview or not, regardless of what documents you may submit.

Like all PEO appointments, submit only the documents required but take literally everything, even non relevant documents.

You never know, they may ask for additional documents and it makes life easier if you have taken everything.

As long as the TB certificate is valid at the time of submitting the application, you should be fine.

An application can easily take several months or even more to decide, so even a fresh six month certificate would have expired by the time a decision is made.
