You are not classed as EU citizen, so you can only get someone EU family or extended permit outside UK. Like an Italian can use his derivative rights in any country but italy.
If you move to spain or any other EU state start working then yes, but even then for cousins i dont believe it will be easy.

I was not aware of uploading wife Passport, neither fid it ask, i uploaded ten documents and wife irish passport is not one of them, there is no linking of application involved either. Im afraid if my appeal of EU PR refuses the SS team won't entertain me either.
