According to my understanding someone 3c leave ends when they exhaust all appeal rights.

Which means when their appeal to UT is dismissed

or

PTA to UT to go to UT is dismissed.

Your 28 days overstaying starts from determination letter date of dismissed appeal or dismissed PTA to UT to UT.

It looks like your friend is a law breaker without any fear of consequences.

Caught 2 times in less than a year for no insurance and no driving licence.

Sounds not good for public interest to grant him further extension.
