You could check your e-mail account for the relevant pass confirmation from the exam body.
These, almost always include the Unique Electronic Reference Number which could be used in lieu of the certificate.

Many thanks HappyKai for your input, The Irish citizen is indeed exercising treaty rights in the UK but the non-EU partner couldn't, so on their return to the ROI he wouldn't have any proof of having exercise treaty rights with his partner in the UK. FLR(FP) under the parent route doesn't apply as the OP and their partner are not living separately.
They could, as even the HO has expressed doubt on their association/relationship, its up to them how they present their case

Junior,
IMHO your best bet is to get your kids British Passport and thereafter
download the FLR (FP) form to apply for the FAMILY LIFE AS A PARENT,
10 Year route ('cause of the immigration breach) for your partner.

This has worked for someone I know.

Thank you once again for the response, unfortunately i couldn't avail myself of the fee waiver as i am neither -nor could i be classed- a destitute, which is the requirement for the waiver.

Many thanks to Obie for the reply but my question still remain unanswered i.e. how long before the HO comes knocking on my door as i haven't got any resources now to make a fresh application plus, is the FLR(FP) the appropriate form to use.
