We're not really concerned about having the EEA2 run it's course... We're moving to Germany, we just want to leave, but we can't do so without a passport.

Is there an emergency procedure that you can use to receive your passport quickly?

The documentation that may have confused you is that in some places it mentions that people who don't need a visa to enter the schengen space can change status once inside. The part that isn't mentioned is that people who DO need visas can also enter and change status as long as they are spouses/ch...

Your wife needs to get a short term Schengen visa which will be free of charge as she is the spouse of an EEA national.
