Why didn't you have the patience to read what other's have done in similar circumstance?
It's clearly stated on the vfs webpage and when there are size restrictions on everything you upload, i'm not sure how anyone could manage to upload the scan of all the pages of a passport.

Yes, you can apply for a tourist visa without surrendering your indian passport. You can also travel to india while oci application is under progress. You are applying tourist visa based on your current nationality, as long as you don't display your unrevoked indian passport (if you have it on hand ...

ofcourse. Evisa is provided on your current status of your british passport.
Why haven't you followed protocol and gone through the correct procedure of obtaining a surrender certificate?
Surrender certificate implies that you've renounced your Indian citizenship.

There should be no such restriction applicable on eVisa.
You can take a chance at applying for OCI from within India, you might get it within 30 days.

"English Language Assessment" certificate from NARIC should suffice, if I recollect correctly it was even a requirement for ILR since last year. If you are submitting your application via NCS, ask them what documents are required while scheduling the appointment.
