EEA Family Permit can student apply? need Help

Actually my sister in law is EU National. I was on student visa afterthat I applied for Tier 2 but it was rejected due to company now my case is in appeal. Can I go for EU family permit on basis of extended family relation. Any help would be appreciated. She is supporting me uk as well.

@sssmmm i have experinced that HO is taking extra time for decision for those who are switching from tier 4 student.
I am also switching from tier 4 an HO has taken 2months but still no response.
Has anyone here got Tier 2 visa ( switching from tier 4 student). It would be helpful for us.
