BRITISH CITIZEN EXERCISING TREATY RIGHTS IN EU

Hello
I understand that an EU national living and working in the UK can sponsor Adult Dependent Relative to the UK.
My question is if a British Citizen is living and working in any other EU country, can he or she sponsor Mother and Father to come and live with him or her?

My friend and his wife got ILR in November 2016 and they had a child born in December 2016.

Thanks

Re: ILR application Tier 1 General. Payslip more than 30 day

Hi
My ILR is due in March 2015. Could I ask you to confirm how many absences you have from the UK in the 5 years qualifying period and what proof/document you are going to submit with your application.
I have been absent for 315 days in 5 years.
Do you have any suggestions for me?
