Tier 1 (General) is closed? What does it mean?

"The Tier 1 (General) category is now closed to applicants who are outside the UK, and to those who are already here and want to switch to it from most other immigration categories." Does it mean that there's no longer Tier 1 (General) visa? or is it temporarily closed? I'm a non-EU 2nd ye...

I have some questions regarding the Tier 2 visa

1. Can you apply for settlement after 5 years?
2. What if in worst case you get fired or laid off? Do you have to re-apply for the visa?
3. "licensed sponsor", can anyone please justify this?
4. Do you get to pick between the up to 3 years and more than 3 years duration?
