FLR (FP) Refused. Getting the Documents Back - Apply FLR(M)

After refusal of my dependent's FLR(FP) application, the HO is not sending back the documents. They have given the appeal time within 10 days. Is there any chance of getting the documents back and apply for FLR(M) in UK rather than appealing the refusal?

Biometrics booking letter not received

FLR(FP) applied on last month. It is more than four weeks now.
I received the acknowledgement letter within 5 days.
I'm just worrying, whether the Biometric booking letter would have missed on post.

Whom should I call to confirm the posting?

I applied FLR(FP) on 18th Aug 2014 for my dependents.
I received the acknowledgement letter. But the Biometric letter
has not been received yet.
I want to call UKBA regarding that. Whom should I call?

@waqar, did you fill 7A or 7B?
If you have filled 7A, then there is no way you can expect a 2 year visa as it leads only to 2.5 year visa by default, I guess!

I think, it has to be 6 months and has to be the same employer. If not the same employer for the past 6 months then more documents needed.

Once you get the FLR(M) under new rules, the clock resets for 5 years. That is the worst part of this new rule.

Don't they have systems in place to check whether the applicant is eligible or just rely on case workers knowledge of new rules?
If one is able to get it and others are not able to, then this is not a proper rule.

I'm wondering how the case workers are simply convinced by hearing the applicant's words and issue the visa. Can't they discuss these issues with their seniors before taking a decision?

So far I've heard of 3 cases getting FLR(M) under old rule (PBS dependents - pre July 2012) after 6th April!
