Well their policy is that if you have a 'green card' employment permit for 2 years you can apply to the DOJ for LTR. There are additional benefits to apply for a 'green card' as apposed to continuing on the work authorisation, such as 'permanent residency' after 2 years (which is actually an indefinite renewal of the permit).
