Has anyone gone to PEO Croydon without appointment. If yes what is the best time to go(PEO opens at 8 AM)

As per the home office website Transfer of Conditions (TOC) applications
(visa stamping on new passports, lost passports on an already approved immigration category)
70 % are decided on 4 Weeks time

Anyone with realtime experience on how long it takes for a TOC application to be approved?
