As his wife they should grand them "every facility" (see the Schengen handbook) so regardless of visa type any Schengen embassy (in this case the Dutch) should be able to help her getting that free visa for a EU/EEA family member.

Thank you to both of you who have assisted with this question. If your spouse is a Belgian in the UK (thus excersizing threaty rights) you should have a residence permit which states "family member of an EU/EEA national". With this visa you can travel visa free if your spouse is with you....

I wish I could help but my knowledge is not sufficient. I do not think you can apply for a residence permit (is that what you want?) or for a special visa. Only a normal 90 day visa for tourists. I cannot find anything on sponsoring either if I look under "tourism > visiting friends". Try asking the embassy, they will deal with the application afterall. Or ask TLS, but these optional external parties do not always know or give the right answers. Infact the TLS site has some mistake...

Since you are deforced and more importantly, your ex is not a EU citizen (had not naturalized but is still on ressidence permit) You cannot apply under directive 2004/38/EC.
