Biometric invitation recieved: 23 sept 2016. Gave finger prints on 24 sept 2016.
Naturalisation approved: 11 Nov 2016. Recieved today 21 Nov 2016.

My friends case is straight forward. He didnt had any such issues.
Is there any other way he can speed up his application. UKVI taking far too long , can they do this by law. Is UKVI allowed to take as much time as they like in deciding Naturalisation applications.

you should be ok. make a postal application on 09/02/2016. make sure application is sent via special next day recorded delivery and you keep the proof of posting safe. once they do biometic ,they will have cross the ten years limit so their application will be successful provided all other condition...
