Maybe they apply different rules at different passport offices. Certainly in London they specifically wanted to keep my passport. I applied at the London regional passport office - not a post office.

The real value of NCS is not in the time taken to reach Liverpool ( which is pretty fast if you just post your application anyway ) but the fact that NCS applications are pre-checked and are given priority while processing. One more thing to bear in mind is whether your original country allows dual nationality. If not, your old passport becomes invalid as soon as you take the oath and is technically not a valid document to travel on.
This is certainly the case for Indian passports for example.

I would imagine that if the notification has to be made it would have to be made by the employer rather than the individual. Anyway, I am not an expert on this - maybe someone else can comment.

My only advice would be to ensure you are not being taken advantage of by your company. The salary level you indicate( less than 20K AFTER a 5K increase) at managerial level would indicate you are not be paid fairly. This is likely to cause other problems - work permits being the least of them.

I would imagine eyebrows would be raised for a salary under 20K for any job at managerial level - if it is so represented. It may be in your interest to seek advice.
