Very sensible - and bearing in mind that there are passports of two different countries involved, try to get two copies of whatever paper the police give you as evidence of the report.... The UK Ppt Office will certainly want to see it, and I would expect the Indian HC will want to, as well...

Why not just Google "Netherlands Embassy [name of capital city]"? I've just done that with a couple of random capital, and it took me straight to the official website. A click on the "Consular Affairs" button brought up comprehensive guidance for applying for a Schengen visit visa.

I don't think you need apply for anything - they should be applying for visas to the Netherlands Embassy in their home country.
