If SAB recorded 1st entry date was on Sept 1997, then OP case should be straight forward. If it said 1st entry was on Jan 1998, then its OP's burden to provide documentry evidence he was legally in the UK as early as from Sept 1997, and accordingly his case might not quite straight forward and apply...

Its not unusual with no entry stamp for non-EU passport holders when arrived in the UK.

I have had two times similar experiences with no entry stamps several years ago. One was by Eurostar from Paris, the other one was by flight from Frankfurt and arrived at LHR T2.

I just surf the UK passport office website and they said-

In 2007, a new process of face-to-face interviews for everyone applying for an adult passport (16 and over) for the first time.

Does anyone know if this has been carried out already?
If not, what exact date will it begin?
