RLMT requirement with tier 2

I switched from tier 4 to tier 2 visa in 2012 and so I was exempted from RLMT.
Is now RMLT required if:
1- I want to change employer and submit another visa application
2- I want to change job position within my current employer

how long does it take the employer to conduct RLMT ??

What if I am living in a shared accommodation where I don't pay council tax because i am not registered as someone else is paying it. Will this have any effect on ilr or tier 2 extention ??
