You can apply when you meet the requirements.

All absences count for the absence limit but a holiday for 10 days if this is your only absence in the last 12 months will have NO effect on your application.

It's not when did you first visited the UK, but when did you arrive to stay.

In this case, it's 2008.

You could have visited the UK in 2006 or 1995 but then left.

You only need to list your employment for however long you have been in the UK. There is no need to submit the HMRC employment history as HO do their own checks.
