It doesn't matter if councils decide to restart ceremonies because for applications approved since March the Home office hasn't printed the citizenship certificates and posted it to the councils, therefore the councils cannot do the ceremonies for these applicants without the certificates!

Councils, like any other workplace, need to be 'Covid Secure'. Unless they've met these guidelines, they'd be hesitant in restarting ceremonies.
