The targets are around immigration, not nationality though. EEA citizens being here has already impacted the immigration figures, so it makes no more difference after that, with naturalisation. If anything, naturalising EU citizens probably makes the statistics look better, as it means 1 less person...
Alternatively, you could just do a postal application and use special delivery, so you'd be able to send it on Monday and know that they will get it on Tuesday.

After seeing so many approvals from after when I applied now, I got very excited when I saw a brown envelope when I got home...but it was from HMRC for my other half. Boo.
Well, you kind of apply via both really. You prove treaty rights for five years (by showing PR), then you prove residency via spouse (3 years, removing the requirement of having to hold PR for one year).
Your guess is as good as mine, but EU citizens without a PR card haven't gotten an approval in months in any of the threads on here, as far as anyone has noticed.
With all these approvals, I keep coming home hoping to see this famous brown envelope in the mailbox, but being EU I worry I will be waiting for a long time!
