Where did you find the consent form? It isn't mentioned anywhere in the application.

Don't they have partner declaration forms instead if consent forms?

do you also have passport photos?

technically speaking if they're in the form of bonds it should be fine. For our entry clearance application, we showed proof of premium bonds and a letter explaining it all but they still rejected it so it's a safer bet to withdraw and have the money in a bank account for six months.

oh my bad - about the benefits question in section 7B - Maintenenace, that only needs to be filled out if you are extempt from the 18600 or applied before July 2012.
