Exactly! I do not see why this would be the case, and to be honest seems a bit brutal to charge for healthcare of infants if their parents have paid for IHS. One last bit, for Parents photograph on the "Declaration for Birth Registration of Child" form - does it have to be a photograph with both parents in it or two separate passport size photographs will do?
