Don't think that should be the case. Your current employer is looking to relocate you and surely this is not the first case where this has happened.

As long as you are going there as an expat with an intention to return to UK - there seems no reason to me how and why HO refuse such application

OK I see. Many Thanks for the advice But I don't see why Home Office guidance does not explicitly state declaring any PCNs - all they have requested is to declare all Fixed Penalty Notices. Does home office have access to all the Council Data as well? I will love to here back from the senior member ...
