I did exactly what you said i.e., I mentioned this in a cover letter and also told to the person in the JCAP appointment about it.
I agree with you that one should be transparent about these things.

I have booked NCS (JCAP) appointment at Bracknell Forest Council and they have also asked for exactly the same kind of letter from my daughter's school. Good to know that other councils are also asking for the same information.
