Can I complete and submit the vaf4 form online from UK em instead of my spouse doing it in Pk?

Does anyone know how long it takes to get a reply from a appeal...I heard when you submit the appeal the eco have 28days to either overturn decision or continue to refuse...is this true?

Unfortunately I got refused because I had incomplete accounts....how long does it take for them to reach a decision on appeal?
