I Sign application section 9 my self (father) Today I went to post office for check & send service over the counter lady said mother should sign parental section 9 , not father otherwise passport will be delay

Please advice 5 years old child first passport application in section 9 parental father can do signature behalf of child or only mother ?

Just 6 months old baby application and waiting for since 5 months Still no sign from HO I hope before he go university he will get approval
