I think the law has changed on this, now you will have to wait for a year from the date your pr was issued. Not 100% sure though but a friend in similar situation told that was the advice he got from home office directly.

@Fredrule03 : What document did you provide to prove your residency for 2009 and 2010 ? Why did HO asked those documents , Which visa are you in 2009 and 2010 ? I think you would have given them your passport and they can see stamping there IN and OUT of UK ?? I was on leave to remain as a student ...

I applied for EEA3 & EEA4 on 06/11/14 COA followed 2 weeks afterwards, and both PR received on 10/03/15. . For everyone waiting gd luck.
