Also, OP, should you pay for the NHS surcharges yourself and in case the Secretary of State is minded to maintain a negative decision on your application, I think the NHS surcharges are refunded back to you. People of certain nationality are exempted from the Surcharge, and so is the case for people who are destitute and can demonstrate that they are. The surcharge is wholly unfair and unreasonable. Something doesn't quite make sense here. A court summons is never issued within a month of a council tax payment being due.
