Fee losing is yes obvious. But I mean could I appeal or will they put a period within which I cannot re-apply or what will happen?

(if it depends on the basis of rejection, I have 91 absences when only 90 is allowed)

I didn't expect to find a country specific one anyway. Even a general outside UK settlement application one would suffice to get info.

But his visa was rejected prior to tourist visa as well; under my dependent visa due to my course been short (less than 1 year but the university said dependent can get)
So will it affect his application?
