Does that mean i have to pay the full fess twice? (Rs. 92000 x 2) or will the fees be any lower the first time when the validity is less for around 6 months only?

I plan to get married in Dec 2015 and hence apply for my wife's dependent visa few days after marriage in Dec 2015. What will be the validity of my wife's visa? Will it also be valid...
