Coudn't ask for review since that has to be done within 28 days of the decision. They didn't left me that option also because the return of documents took more than 28 days. I have to apply again (if required ... waiting for the work permit decision), which means another 315 pounds - not a small amo...

Thats really bad. The problem is that in this kind of situations you cannot even figure out the actual cause of delay as it is regular airmail.
