Siggi - you're wrong. You cannot limit the number of EEA nationals entering the UK. That's the whole point of the EU. Freedom of movement between member states. Instead I would have limited all those ppl from India, Africa and any other third world countries starting from 1962. Now we are suffering...
You need to apply thru FLR(O). You can include your dependants in the same ILR form along with you, both will get ILR at the same time. I did it myself last year. You just need proof of marriage, and other documents specified in FLR(O).
does'nt matter when you get ILR done as long as you have enough FLR left, also its not a month before your eligibility date but 28 days, ie you will be eligible on 11th of April, hope this helps :)
