Can i apply for ILR??

One of my friend has Tier 1 (Graduate Entrepreneur) visa (3 year),
Now planning to apply Tier2 dependent visa.
1.Can switch ?? if yes in or out of UK??
2.Can apply for ILR based on Tier 1 (Graduate Entrepreneur) (3 Year) + Tier2 Dependent visa (2 Year).
Your valuable advice appreciate.

as far as i know you don't need RLMT if you are working for the employer for more than 6 months(well that was the case with me atleast) only thing im not sure about is that idk if its possible to swap like dependent to main applicant and main applicant to be your dependent.
