I would just do as HO ask. And even in the unlikely case they refuse you, you have written proof of what was asked and will be able to fight back. Don't worry, it is probably on it's way! But in any case, you do not need that letter. Ceremony letter is what is required to do the oath and get certificate. All the best.

Kankerot - I believe the holes punched indicate it has been cancelled. Anyway, why are we speculating? Why don't you just apply for the British passport by only supplying your current US passport? If HMPO need anything else, they will come back to you.

I think you can get away with not sending expired passports. I only sent my current foreign passport and had no issues with HMPO. Besides, my expired passports have their ends on the cover cut off. That means, they are cancelled. All the best.

I think this transfer will take even longer. The naturalisation certificate is physically in your nominated council. Availability of passport interview dates is dependent on location. London seems to have a longer wait than others. Luton (close to London) has better dates.
