Yes, if they havent extended you an offer before requesting all this, personally I would consider the request quite suspect.

So I've been looking at past threads in the forum, and in the month of August (2014, 2012) there are delays for some all the way to early September - not sure why. Perhaps we really do have a long wait ahead of us then?

The employer will not ask u for bank statement or English language exams.. u have to do these in order to apply for the visa yourself. Just to chip in, this might not necessarily be true - my employer used a third party to apply for my RCOS, and the third party asked for all this information from me.

I don't think they should be needing these documents at this stage. I know that for my employer, they did not request any of these even when I got my job offer - they only requested it when it was time to apply for the visa (3 months before the start date).
