It seems that the cutoff of Sept is not dependant on the number of applicants/available RCoS, but on the return of unused RCoS. I wonder why there are so many returned RCoS (648), because traditionally the number is only around 20-30 each month. According to the MAC report, there are around 2500 applications rejected in June and July. We already know there are 1325 rejected in June. That leaves about 2500-1325=1175 rejected...
