yes the 10 years are not broken , seemingly. However you run the risk of another refusal before January 2017.. if the new application is undecided till that time, then you have a fair chance , If its refused again then It'll be hard. but you should apply , thats the only way thats obvious to me .......

well you dont need any application for the children born in uk . once you get your Ilr , they will get british citizenship. no worries there. Refusal letter also says that I can only appeal against the HO decision once I leave uk and do the in 28 days. you may be able to book an appoinyment wihout paying ihs fees ، but I amm not totally sure. whay I am aware of , however, ia that you wont be able to get a visa without paying for one .
