Yes at least Bachelor degree from UK university can exempt english language requirement even at ILR stage at the moment.

Unfortunately without getting successfully the TB test report from approved location you can't proceed to spouse visa. But it's bit strange to hear that results could take up to 10 weeks. Try to inquire again or change location.

Unless having a degree from UK there is no escape from English language related fee. Sitting for ielts test or asking for naric comparability report almost costs same. So better and straightforward is to pass test.

HO don't care the reasons for variable income. All they care what is the wages figure and since your last 6 months wages varying then more likely falls under non-salaried.

Landlord is doing legally correct but you can request him to issue a letter giving permission for your wife stay with the condition of when she be issued the valid visa.
