When is test for ILR being introduced?

Does anyone know when the proposed test for ILR will come into effect? I just saw something about it on the HO website but it didn't mention any dates (just that it was part of their 5-year plan). Would it be for all ILR applications? Also, would it be only English language tests or also something s...

Sorry, you're right. I actually read that in the "Life in the UK" book but after looking at it again it refers to the 1980s! Well..that's what it says.

I thought "bogus" colleges were eliminated two years ago? I thought so too, but read here: http://news.bbc.co.uk/1/hi/education/5129404.stm Clearly there are dozens of schools, not only language schools using the system. A BBC document was shown about a week or two ago about the problems....

It's a well-known fact that there are many illegal American, Canadian, Australian and other overstayers from white, first-world countries in the UK.
That's an interesting point that many in the media never touch on. and most immigrants in the country are from the aformentioned nations!

All I want to know is, did they (HO) really pay people (which category were they?) £3,000 to leave the country, or was it a one-off instance?

Maybe that's the way to get .5 million out of the country in 5 years! Just pay them to leave? Well, he hasn't mentioned how he'd do it, so anything's possible.
