Given the length of visa processing these days, it'd be best to apply for EU4FAM visa at least 6 months before it expires..
You can definitely apply before expiry, it is even advised to do so by INIS.

Hey Solid, An EU visa cannot be refused on grounds of past travel history, in a nutshell it can only be refused if the individual is considered a threat for national security ( terrorists..). As long as you have provided the necessary documentation they must give your wife the visa. I can't comment ...

Thanks for your reply! After calling them and sending a couple emails the visa was issued, total time for was a little under 7 weeks. I believe it is a different processing time for Irish Spouse FYI.. but for EU spouse other than irish national this is what i have experienced..
