Can I make a graduation scheme work permit application as an overstayer? I am now an overstayers and graduating this year from the University.

I have remaining one year to be eligible for 14 years long residence. If I apply now prematurely, does the time to fullfill 14 years still tick till the moment Home Office makes decision? Or does the time stop the moment of dispatching the application letter?

Thanks for all ur responses. If I make a premature application for 14 years residency, HO rejects legitimacy of the application, can they remove me direct from the country? Or possibly asks me to wait for another 2 years to fulfill the 14 year period of time?
