No, marriage while on visitor visa is absolutely legal. That's how me and my wife got married and there was no problem at all in obtaining Family Permit. Just found an answer to my own question. Apparently unofficial job seeking is very well counted towards 5 years term.

Application: 21/09/15 (17/09/15)
Payment taken: 23/09/15
Biometrics: 01/10/15
COA: 17/10/15 (14/10)
Home visit: 05/04/16
RC: 19/04/16 (15/04/16)
