Does the section 5.3 in MN1 form refers to the age of the referee or the applicant ?

If it happens to be of referee why is the age is asked in section 5.2.

MN1 Registration and British Passport application together ?

I am applying for my daughter's citizenship registration using MN1.

The NCS in local council have asked to produce the two sets of application one for MN1 and one for British Passport.
