Insurance is not covered for Tier-1 holders. What is provided free of cost is the medical check-up facility similar to Indian Govt. hospital. Insurance is different thing which you need to take yourself for you and your dependents.It is not mandatory. It's entirely upto you and is a personal choice...

Most of the Airlines will allow 20 kg only for Economy Class. British Airways has an option that is u pay Rs. 5000, you will be allowed to take One baggage extra not more than 32 Kg.

Carrying GBP 4000 is unnecessary risk. You can get prepaid GBP cards in India. My friend had got one from Axis bank from India with some 2000 GBP loaded on it. You can use that freely in UK. Sorry I did not update you guys here, I got Tier 1 on this 15th. I applied on 7th July from VFS Bangalore and got the passport on 15th :)
