In my view you should vary it as you get appeal rights which is better than judicial review. My understanding is that in appeal the decision is made on whether to grant you ILR or not whereas judicial review gives decision on whether or not the grounds of refusal apply in which case home office will...

have you been refused on deception? If so then your priority should be to get rid of this allegation. Any new application will also be refused on the same reason. I do not think having completed amendments will change anything for a new application as many people on this forum have been refused even...

If they find a mismatch you are likely to be refused and the reason will be using deception in a previous application. General grounds of refusal are now also applicable on long residency route.

Yes it is confirmed that Home Office will check your taxes if your current or previous leave has been tier 1 general. It does not matter if you are applying on 10 year long residency or 5 year continuous they will still check.

Admin review assesses whether the case worker made any mistakes given the documentary evidence submitted.

Did you submit proofs from HMRC that your returns had been amended and proof of payment of all taxes due?

I think you must still sort out your tax issues with HMRC. Consult a good accountant for that.

Then consult a lawyer on your next steps. Sending in a second application will only give you cover for 3C but the original decision is more likely to stand.

As long as your declared returns match those you showed to HO (if any) then there should be no problem I think. The reason for high HO refusals these days is the fact that many people on tier 1 general under declared their earnings to HMRC which the home office sees as deception (and rightly so)
