On top of the letter it says parking charge notice. So it is a PCN. I can’t see anything on the guidelines booklet about PCN. I only saw FPN. I think i don’t have to declare PCN but I want to be sure befoe submitting the application because it costs a lot of money I don’t want to wait another 10 yea...

Yes. Sorry to bother you again. Is the latest form version 03/2016 with 85 pages? I can't see any 2017 version. Also, do i need to send photocopy of each document or just the originals? Yes. Treat his ( non eea pr application as if you have NO PR AT ALL ) its not necessary! But what can go wrong ?!...
