As you mentioned you got your ILR last year, then yes you can use the same B1 certificate for your BC naturlisation process.

Ohara is correct, your time starts from the day when your first "discretionary grant to remain" was given to you i.e. 2010. You can count 10 years from that date, so it will be sometime in 2020.

I was wondering if one must book/arrange citizenship ceremonly in council they mentioned in AN form only? Or is it possible to change the coucil & ceremony can be booked in some other coucil too? (I am asking for both public & private ceremony bookings).

It would be much eaiser if you would have applied for child's British passport in British Embassy/HC there in Bangkok. I am not sure if you can apply for child't passport in UK and carry it or post it back to Thailand. I'd suggest checking with officials in UK as well as British Embassy in Bangkok.
