This is what to do:

If you the Italian citizen already have registration certificate, then the bulgarian wife will have to complete form BR1 and fill section 2.

If you the Italian citizen DON'T have a registration certificate, then you fill form EEA1 and include your wife on it and both of you will get it.

Appeal to the Entry Clearance Manager

Have your husband write them a letter that during the first 3 months he doesn't have to be a qualified person ( it is called initial right of residence) and you have the right to accompany him.

No, EU nationals do not need visas or any permission to study. She has to come, enroll, and then apply for a yellow registration certificate as a student(needed only if she wants to work part time).

After you get married you can apply for 5 year residence card. The FMRS is only in cases where transitional periods apply. For a family member of a self employed person, you can apply straight for the 5 year residence card. You need to fill form BR5

there are

some of the benefits are that you can apply for certain jobs for which citizenship is required. Overall there are not significant benefits of becoming British, but nevertheless it wouldn't hurt.
